Meaning where the two seas meet.
Qatadah said: The Persian Sea (now known as the Arabian Sea) and the Roman Sea (now known as the Arabian Gulf). This was also said by Mujahid.
Ibn 'Atiyyah stated: It is a peninsula in Persia, behind Azerbaijan, that extends from the north to the south. So the point where the two seas meet is beyond Syria, that is the location of 'the two seas’ according to this opinion.
It was also said that they are the Jordanian Sea (Dead Sea) and the Qalzam Sea (Red Sea).
It was also stated that they are in Tangier [i.e where the Mediterranean Sea meets the North Atlantic Ocean]. This was said by Muhammad ibn Ka’b.
It was narrated that Ubay ibn Ka’b said it was in Africa.
As-Suddi stated. They are al-Kar and al-Ras in Armenia.
Some scholars said that it is the Spanish (Mediterranean) Sea and the Ocean. This was narrated by An-Naqqash and is related a lot.

﴿وَإِذْ قَالَ مُوسَىٰ لِفَتَاهُ لَا أَبْرَحُ حَتَّىٰ أَبْلُغَ مَجْمَعَ الْبَحْرَيْنِ أَوْ أَمْضِيَ حُقُبًا﴾
أَيْ مُلْتَقَاهُمَا.
قَالَ قَتَادَةُ: وَهُوَ بَحْرُ فَارِسَ (بحر العرب) وَالرُّومِ (الخليج العربي)، وَقَالَهُ مُجَاهِدٌ.
قَالَ ابْنُ عَطِيَّةَ: وَهُوَ ذِرَاعٌ يَخْرُجُ مِنَ الْبَحْرِ الْمُحِيطِ مِنْ شِمَالٍ إِلَى جَنُوبٍ فِي أَرْضِ فَارِسَ مِنْ وَرَاءِ أَذْرَبِيجَانَ، فَالرُّكْنُ الَّذِي لِاجْتِمَاعِ الْبَحْرَيْنِ مِمَّا يَلِي بَرَّ الشَّامِ هُوَ مَجْمَعُ الْبَحْرَيْنِ عَلَى هَذَا الْقَوْلِ.
وَقِيلَ: هُمَا بَحْرُ الْأُرْدُنِّ (البحر الميت) وَبَحْرُ الْقُلْزُمِ (البحر الأحمر).
وَقِيلَ: مَجْمَعُ الْبَحْرَيْنِ عِنْدَ طنجة، قاله مُحَمَّدُ بْنُ كَعْبٍ.
وَرُوِيَ عَنْ أُبَيِّ بْنِ كَعْبٍ: أَنَّهُ بِأَفْرِيقِيَّةَ
وَقَالَ السُّدِّيُّ: الْكُرُّ وَالرَّسّ (نهران) بِأَرْمِينِيَّةَ.
وَقَالَ بَعْضُ أَهْلِ الْعِلْمِ: هُوَ بَحْرُ الْأَنْدَلُسِ مِنَ الْبَحْرِ الْمُحِيطِ، حَكَاهُ النَّقَّاشُ، وَهَذَا مِمَّا يُذْكَرُ كَثِيرًا.
و قال ابن جرير الطبري
اجتماع بحر فارس والروم،
تفسير الطبريقِيلَ: المُرادُ بِالبَحْرَيْنِ بَحْرُ فارِسَ والرُّومِ، وقِيلَ: بَحْرُ الأُرْدُنِّ وبَحْرُ القُلْزُمِ، وقِيلَ: مَجْمَعُ البَحْرَيْنِ عِنْدَ طَنْجَةَ، وقِيلَ: بِإفْرِيقِيَّةَ.
فتح القدير للشوكانيقَالَ قَتَادَةُ: بَحْرِ فَارِسٍ وَبَحْرِالرُّومِ مِمَّا يَلِي الْمَشْرِقَ.
وَقَالَ مُحَمَّدُ بْنُ كَعْبٍ طَنْجَةُ.
وَقَالَ أُبَيُّ بْنُ كَعْبٍ: إِفْرِيقِيَّةُ.
