On the authority of Usamah ibn Zayd - رضي الله عنهما – who said:
One of the Prophet’s - صلى الله عليه و سلم - daughters sent someone to him to call him and inform him that a child of hers has passed. He - صلى الله عليه و سلم - told the (her) messenger:
Go back to her, and tell her that indeed to Allah belongs what He has taken, and to Him belongs what He has given, and everything with Him has an appointed term. Tell her to be patient and to anticipate [the reward].Collected by both Bukhari and Muslim.
 
An-Nawawi sated:
The best thing to say for condolences is what was narrated in Saheeh al-Buhari and Muslim on the authority of Usamah ibn Zayd – may Allah be pleased with them, who said:
[and he mentions the Hadeeth]
I say [An-Nawawi]: This Hadeeth is one of the greatest pillars of Islam; it consists of numerous points from the foundations of the religion, its branches, etiquettes, patience during all types of calamities, worries, aliments and other symptoms.
The meaning of: "Indeed to Allah belongs what He has taken…" is that all the creation is the property of Allah, so He has not taken what is yours, rather He has taken what belongs to Him, and was only with you [temporarily] in the literal sense.
And the meaning of: "to Him belongs what He has given…" is that what He has bestowed upon you is not outside of His possession, rather it belongs to Him and He does what He wills with it.
"...everything with Him has an appointed term." So do not be in a state of panic and grief, for indeed whoever was taken had reached the end of his/her appointed term, it is impossible for them to be delayed or brought forward in relation to it. So, if you know all of this, then be patient and anticipate the reward for what has befallen you.

Al-Hafidh ibn Hajar - may Allah have mercy upon him - stated:
His statement: "Indeed to Allah belongs what He has taken "; He mentioned what was taken first, before mentioning what was given, even though the taking comes after [the giving] in reality. This was done for context; Indeed the one that Allah wants to take, was the one whom He had [previously] given, so if He takes him/her, He is taking what belongs to Him. So panic and grief is unbefitting, because one who is keeping something that was entrusted to him, should not be in a state of panic and grief if the trust is taken back.
Al-Hafidh in al-Fath: 3/157
Shaykh Ibn 'Uthaymeen - may Allah have mercy upon him - explains:
There is evidence here that this is the best wording for condolences, it is better than the saying of some:
Adham Allahu Ajrak wa Ahsan 'Azaak wa Ghafar li Mayitak.
[May Allah amplify your reward, perfect your consolation, and forgive your deceased.]
This wording was selected by some scholars, but the wording selected the Messenger - عليه الصلاة والسلام – was:
Be patient and anticipate [the reward], for indeed to Allah belongs what He has taken, and to Him belongs what He has given, and everything with Him has an appointed term.
This is better because if one who is struck by a calamity were to hear it, he/she would be more convinced…
So when giving condolences, one should use these words, for they are the best way to give condolences…
Ibn 'Uthaymeen in Sharh Riyadh as-Saliheen: p.209
Shaykh 'Abdul Muhsin al-'Abbad - may Allah preserve him - stated:
This is the best thing to say to calm a person, and Du'a should not be made only for the living, while overlooking the deceased, rather both should be included; Du'a should be made for the living as well as the deceased. The living should be encouraged to be patient and anticipate the reward, as Allah has promised a tremendous reward for those who are patient during calamities.

حدثنا عبدان ومحمد قالا أخبرنا عبد الله أخبرنا عاصم بن سليمان عن أبي عثمان قال حدثني أسامة بن زيد رضي الله عنهما قال :
أرسلت إحدى بنات النبي صلى الله عليه وسلم إليه تدعوه وتخبره أن صبيا لها أو ابنا في الموت ، فقال للرسول :
ارجع إليها ، فأخبرها أن لله تعالى ما أخذ ، وله ما أعطى ، وكل شئ عنده بأجل مسمى ، فمرها فلتصبر ولتحتسب.متفق عليه
قال النووي رحمه الله :
" أحسن ما يعزى به ما روينا في صحيحي البخاري ومسلم عن أسامة بن زيد رضي الله عنهما قال
[ وذكر تمام الحديث ]
قلت (النووي) : فهذا الحديث من أعظم قواعد الإسلام ، المشتملة على مهمات كثيرة من أصول الدين وفروعه والآداب والصبر على النوازل كلها والهموم والأسقام وغير ذلك من الأعراض ،
ومعنى : ( أن لله تعالى ما أخذ ) ، أن العالم كله ملك لله تعالى ، فلم يأخذ ما هو لكم ، بل أخذ ما هو له عندكم في معنى العارية
ومعنى : ( وله ما أعطى ) ، أن ما وهبه لكم ليس خارجا عن ملكه ، بل هو له سبحانه يفعل فيه ما يشاء ، ( وكل شيء عنده بأجل مسمى ) ، فلا تجزعوا ، فإن من قبضه قد انقضى أجله المسمى فمحال تأخره أو تقدمه عنه ، فإذا علمتم هذا كله ، فاصبروا واحتسبوا ما نزل بكم " انتهى .

قال الحافظ بن حجر رحمه الله :
قوله أن لله ما أخذ وله ما أعطى قدم ذكر الأخذ على الإعطاء وأن كان متاخرا في الواقع لما يقتضيه المقام والمعنى أن الذي أراد الله أن يأخذه هو الذي كان أعطاه فإن أخذه أخذ ما هو له فلا ينبغي الجزع لأن مستودع الأمانة لا ينبغي له أن يجزع إذا استعيدت منه ويحتمل

قال الشيخ ابن عثيمين رحمه الله :
فيه دليل على أن هذه الصيغة من العزاء أفضل صيغة ، أفضل من قول بعض الناس ( أعظم الله أجرك وأحسن عزاءك وغفر لميتك ) هذه صيغة اختارها بعض العلماء لكن الصيغة التي اختارها الرسول عليه الصلاة والسلام ( اصبر واحتسب فإن لله ما أخذ وله ما أعطى وكل شيء عنده بأجل مسمى ) أفضل لأن المصاب إذا سمعها اقتنع أكثر ...
فينبغي للإنسان في تعزية أخيه أن يقول له هذه الكلمات فهي أحسن ما يعزى به …

قال الشيخ عبد المحسن العباد حفظه الله :
فهذا أحسن ما يقال في تسلية المصاب. ولا يكون الدعاء للحي فقط، ويغفل عن الميت، وإنما يجمع بين هذا وهذا، فيدعى للميت ويدعى للحي. ويطلب من الحي الصبر والاحتساب، وقد وعد الله بالأجر الجزيل والثواب العظيم من يصبر عند المصيبة.
