Is Dhul Khuwaysirah [founder of the Khawarij] considered to be from the Sahabah?
He is not considered to be from the Sahabah. The Sahabah are the followers of the Prophet - ﷺ. And if a deviant or innovator lives amongst them, he is not considered to have any of the virtues of the Shabah and he is not called a Sahabi.
The Sahabah are the followers of the Prophet - ﷺ, those who accompanied and followed him in what he came with.
As for his enemies, even if they witnessed him and were present at his time, they are not from the Sahabah.

هل يعتبر ذو الخويصرة من الصحابة ؟
لا يعتبر من الصحابة ، الصحابة أتباع النبي عليه الصلاة و السلام و إن عاش بينهم ، المنحرف و المبتدع لا يعتبر له شيء من فضل الصحبة و لا يقال صحابي ، الصحابة هم أهل الإتباع للنبي عليه الصلاة و السلام و الذين صحبوه و اتبعوه على ما جاء به
و أما أعداؤه و إن رأوه و كانوا في زمنه إلا أنهم ليسوا من أصحابه ، نعم.
